One of the previous lights the r1 + r2 is 0.23 ohms

Hi sorry. I'm doing a r1 +r2, I've connected the phase and cpc together at the consumer unit end. Power off. I then do a resistance test at the last light between the cpc and live switch. I get 95 ohm reading

Please help, currently doing some testing on a lighting circuit and I'm getting a high resistance of 95 ohms at the last light. The last light is also a two way switch. There is no tripping on the meter. Your suggestions will be appreciated.
