    Probably wasting your time. The chances of it being free from conductive parts of the electrical installation is probably zero especially if the steelwork is the main structure as opposed to a small "floating" part.

    It is a functional switch therefore it should be capable of that function. Small gentle tap with a smallish hammer normally resolves it then remove the flaked paint. 5.18 of the Inspection Schedule, Condition of accessories............. is relevant.

    If that is the correct lid then an RCD has been removed. Edit, just checked the Part No and it should be dual RCD so that has been doctored.

    You just need an RCBO (combined RCD and MCB) unless the spare ways are already RCD protected in which case just an MCB.

    Suitable is as you say and the pic to see the nature of any RCD protection and whether protective devices are still available.

    I'm not denying they have power I have already stated this and have experienced it but they are soulless appliances. Not making any excuses my choice is to drive cars with soul that make you part of the driving experience. "Not my problem" is making assumptions.

    It is possible the recommendation to replace the tails is due to the insulation exposed at the meter and they are maybe too short to rectify, from the picture that may well be the case. Nothing to do with their size.
