Anyone any ideas what could be wrong with her eye its hard to show in pic but its like a swelling as though he eyelid or something pushed out ?????

I had a dog diagnosed with a condition called cherry eye? I think our resident vet is right though anything like this should be treated and diagnosed by a person who can see and inspect the problem.
