Vent-Axia VACSH 24A - too hot in the morning - not able to adjust the input power

Hi all,

I'm new to this forum and this is my first post :)

I have Vent-Axia VACSH 24A  storage heater.

It seems that something is wrong with storage heater because it always takes the max input power during night (around 25kW). There is no difference if I change the input control to 1 or to 5 - heater is always too hot in the morning and electricity consumption is always same. 

Is it a problem with faulty thermostat? 

Any advice?
