You ok need ur help Citroen dispatch 61 plate head lights stay on only way to get them of disconnect the battery an the window wipers an heater stopped working all fuses are ok

 
This could be a lot of things , including water ingress, a faulty ignition switch - lighting stalk.

Anything unusual happen to the vehicle before symptoms . And were  the heaters and wipers working before the lights stuck on , or were these problamatic before?

Are you sure you have found all the fuses , some can be sneaky.
