Electrical Engineer vs Electrician

I've been doing alot of searching for available education and training (for those that missed my intro I'm a software developer looking to retrain as an electrician).  All the good apprentice schemes seem to be south of the border and the best opportunities here seem to point towards electrical engineering.  I know this is a total noob question but what are the main differences, and if I go down that route, what level would I need to take it to for a good chance at that career change?  Here's one of the courses I was looking at:  https://www.emagister.co.uk/hnc_electrical_engineering_courses-ec170296126.htm

If you want an office job, then Electrical Engineering is the way to go

Until that is, you find that out of the office, you are asked to do the impossible, it rains, there is **** and muck everywhere, and it is freezing cold..
