My friend has had a dish fitted very very low down in front of her house. She has young children and my question " If i build a wooden frame box but put chicken wire in front and on top of said box, will this interfere with the reception from satellite. ?

 
At a guess it's a Sky or Freesat dish? It will need line of sight but I'm not sure how chicken wire would effect it, but I doubt it would have any impact.

Would it no be easier to move the dish?

 
Google "Faraday Cage"  I think the answer is no you can't enclose it in metal.

Move it higher up the wall, or if it was a sky numpty, complain and get them to move it further up the wall.

 
As above, it needs completely clear line of sight to the satellite, 

Even a tree will block the signal, try putting your hand between the dish and lnb and you will see the loss of signal.

 
I'm thinking the wavelengths might be too short to be affected by chicken wire? - easy to find out, wave the wire in front of the dish instead of your hand.
