9kw 230v/400v fryer install single phase or 3 phase?

Hi I’ve been asked if I could install a 9kw deep fat fryer... the fryer says the supply voltage is 230v/400v I was wondering if this means it can either be single phase or three phase? The link to the product is below.

It generally does mean that . The terminals usually come with links for SP .

they usually have 3x 3kw elements. you can wire TP or SP. for SP you just link the 3 terminals together

in the rest of the EU it is more normal to use 3p so it can be connected either way.
