I plugged in a TV into a surge protector that was connected via two pronged outlet adapter and the was a surge/outage I flipped the breaker and the power came back but now my TV won't fully turn on when plugged into that outlet but will work on another outlet in the same room what is wrong?

 
Are you in America?

I am guessing you have one "breaker" for each "outlet" and since your TV works in other outlets but not that one, I would say the "breaker" has failed.

Have you tried something else in that particular outlet?

You could also try switching that outlets breaker off and on again.
