They pulled an outbuilding down ,  leaving the overheads  hanging low & exposing  that switch panel  which  had open connections at the back ....no idea what it was  for .  

 
That looks like a very old incomer,. those porcelain spacers you used to see them screwed to loft joists etc.

If it is still live (not a redundant old feed left in place) then I expect the DNO to be sending a bill to the builder.

It's that that made me suggest getting the DNO involved.

Those cleats are still used today but obviously now made of a hard plastic.

The porcelain “bobbin” insulators are way before my time.
