What are the implications of a failed Neutral - Earth insulation resistance test?

Greetings!

Newbie here! We have 3 phase installation in our Lighting dimmer rack. During Insulation Resistance testing on Earth-Nuetral, readings was 0.33Mohm on 500v test. What caused the failed test and how can I troubleshoot? Thank you!

can you please elaborate? What do you mean by keep splitting the circuit? Thank you!

 
If the lighting circuit has 10 lights, disconnect some of them, then test each "half" of the circuit - so then you have 1 good "half" and 1 bad "half", then repeat the exercise

Obviously you need to disconnect each light before you do this as it could just be 1 light that is faulty

Did you disconnect the neutrals from the fuseboard too?

We = Group of Technicians conducting electrical inspection on our 30x Dimmer racks.

We didn't not disconnect any neutrals from the fuseboard. We massive transformer that feeds the racks.

Where do I start to troubleshoot? Thank you!

 
We exercise SOP standard operating procedure to make sure we follow strict safety protocol. Thank you!

 
shouldnt really be too hard to find the fault though, since each circuit usually only does 1 point, you just need to find the connections which are often at the dimmer, at the start of the bar for overhead ones, or in the socket

think you need to get someone competent in though, it does sound like you dont know what you are doing enough to do it safely or correctly. is the dimmer hard wired or flyleads and plugged into dimmers? by the sound of it, its something like an ETC sensor or similar hard wired?
