my 3A fuse keeps blowing so that indicates a problem in the system. clock was not seeming to turn round but lights were on before blowing when i changed it twice. any ideas? looks like i need to get an electrician in. 

 
It’s a mechanical clock so possibly stuck can’t imagine this being the problem, but a replacement may be wise. 
 

have you tried turning off both water and heating, replace fuse then turn on say water, see if fuse blows, if not, then switch off water and do same with heating. This would narrow down the cause of problem, still need further investigation to cure. 

 
The timer will be controlling power to a load...

It would most likely be something 'Load-related' rather than the timer itself that is blowing the fuse..

An electrician  with suitable test equipment should be able to identify this relatively quickly if the fuse is always blowing the minute you turn the power back on.
