Hi,

The fault consists of emergency light fittings on and other fluorescent lights off. When you turn the light switch off all the lights flicker.Any suggestions please?

 
Could be a poor connection at the switch, when you touch it by turning off it could be making brief contact. It is a poor connection somewhere I should imagine.
