Inspection on a community centre - RCD's required?

Question

Need a bit of advice here. Next week I'm doing a Periodic (first ever for the place!) on an ex school, now a community centre. From pricing the job it looks like it's been wired to the 15th edition - so no RCDs anywhere.

My interpretation of this is that the no RCDs goes down as a cat 4 observation as within the regs at the time of construction - but highly recommended.

However I have a few nagging doubts - as this place is used for nursery groups/teens/computer suite/rock bands etc. Are there any regulations for public buildings that I'm unaware of to make their use compulsory?

id say code 4 for lights etc, code 2 for sockets
