Looking for some advice of powering  a garden office.

6.0swa taken from the house already put in by Customer. 

Its a tncs system.

There's no extraneous parts.

Am I right in thinking that it will need a earth rod because of an undersized earth ?

 
It is not required to support main protective bonding so what makes you think it is undersized.

all cabling is designed with a cpc sized to suite its current rating.

I would be more concerned about exporting earth outside the equipotential zone of the house on a TN-C-S system - that's why you need a rod.
