the local electrical board have installed a new electric service meter and RCDs but no earth connection, do i need to drive in a earth stake 

 
Even though TN-C-S is not prohibited on a construction site the supply company will rarely connect you to their means of earthing so yes you need an electrode.

that sounds unusual based on what I come across.

around here, on new builds , the supplier won’t connect a new supply unless a spark has a builders board ready, complete with a rod and said spark provides an EIC with dead tests
