If someone has three single phase supplies to a property is it an issue to convert them to 3 phase?

 
Is this building converted from three separate properties? Or are all three single phases in one area?

The problem is that a three phase supply is installed from the available three phases, if a property was converted you may have two single phases from the same phase and the third from another, so it would not be a 3ph supply at all. You would have to apply for a supply upgrade to ensure a true three phase supply. You can not do a diy 3ph from three single phases.

Do you understand the concept of 3-phase power generation ?

e.g.

How the Individual phases are 120degrees lagging or leading the other two associated phases?

So as manator says if you dont have 3 individual phases coming in..

2 of one + 1 of another or 3 of one and non of another...

Well..
