Found this on an EICR, now obviously this is the supply side, common sense tells me this is very wrong, but being an earth conductor, is this breaking their regulations?

Very useful for borrowing neutrals anyway

Yes that is breaking regulations and is also illegal. This should be reported to the supplier.

 
That CU is an absolute disgrace ! I would be tempted to disconnect the whole installation and snip/ make safe the illegal neutral.

Well the house is in the process of being sold and the new owner wants it to be rewired after my report.

Nearly all the IR readings were between 2 and 6Mohms.

 
Ash I think you are desperate for work after all between 2 and 6 megohm is well within regs. :shakehead (only joking of course) ;)
