Can the Consumer Unit regulations be applied retrospectively?  The unit was marked at C2(dangerous) during the recent Domestic Electric Installation Condition report (EICR).  Also claimed that there is no RCD for the  downstairs sockets , which there is in the consumer box. Also marked as C2...
