Sorry for the late reply; I went back and checked all the light fittings and found ceiling rose smashed up, changed it and checked various connections at switches etc. Then disconnected all loads, and isolated the ground floor lighting circuit. Did R1+R2 at switches and ceiling roses, reading...

I have a problem with a lighting circuit, 80ohm resistence from the line and neutral to earth at most of the lighting points on the ground floor circuit, the person who installed the lighting that I am supposed to be changing has not connected the CPC and there is a junction box (I think) hidden...

I would agree with Robin Spark that if you do an IR test at the CCU and there is a problem then you need to break the circuit down and do IR tests on each section to isolate the problem to a section of cable or a particular fitting imho
