Is an uncovered junction box considered an emergency issue?

The junction box in my property has no cover. It’s within a person’s reach, but nobody goes to the area where our junction box is located. Is it considered an emergency issue, though?

I would code it as a C2 if I saw it during an EICR - which means improvement necessary

Can you describe 'the junction box'? As it is Unusual calling it 'the' instead of 'a'. Is it possibly the 'fuseboard' or part of the metering equipment?
