Good morning, electricians.

I try to do some minor repairs/fixing: heater, wall socket, extension wire, change over/fuse.

Question: when the fuse in the home circuit (don't know how to technically describe it) is disconnected can someone touch with bare hands any naked electrical gears, like wall outlet, change over,...?

Explanation is really appreciated. Thanks.
