Running a spur under the floorboards

I was planning on running a spur under the floor for a socket on a wall about 2m away. There's already holes cut through the joists with cables, but nearer the socket they seem packed in and there's not space for a 2.5mm2 twin + earth cable.

is this safe?

If it is safe, can I cut the ring cable where it runs closer to the wall and put in a junction box to spur from if it's under the floorboards?
 
Good question - I had all the wiring checked by an electrician last year - would that not have highlighted any sockets that weren't wired correctly? I assumed that it does, so a socket with two cables entering would be on the ring?
 
Would the electrician not have spotted that though when he tested everything? There's only one room with two sockets upstairs; the sockets connect to each other and both have a cable that goes back downstairs, is that likely still to be a socket connected through a spur??
