I was going to say TN-S until I saw it went into the enclosure.

You could always do a PFC test and if the PSCC and PEFC are the same, it's TN-C-S.

 
Looks like a bit of DIY "qualified spark" bonding fix. The incommer is TNS the clamp incorrectly fitted onto the outer lead sheath would confirm this, but then a bond goes up through what looks like the nuetral block, with a "tail" going from this to the fuse board.

 
I would think TNS myself. Have you taken a Ze reading by any chance ? I think the conductor coming out of the neutral block is an after thought I could be wrong of course. Is the clamp on the sheathing secure? Seems a very dated set up.
