No RCD for flat landlord inspection

I recently carried out a landlords inspection on a first floor flat and found everything to be fine, I carried out a few loop tests and checked ring continuity whilst I was there. The loops were all low enough to get the required disconnection times and everything looked quite neat.

Bonding was in 10mm to gas and water but there was no RCD.

the installation dates from the 1980's

I am thinking the this is "satisfactory" with a note to say recommend CCU upgrade to offer RCD protection for enhanced safety.

Any ideas to the contrary

 
For a first floor flat none of the circuits might have needed a RCD to comply with earlier editions of BS7671, if that is the case then the most you could give it is a code 4....

Unless it has a shower which might require a RCD as part of the installation instructions

 
No shower runs via combi boiler
