Would I be right in saying that you would only issue a Visual Condition Report if the premises holds an EIC or PIR. If not then I dont think its worth the paper its written on but thats only my opinion.

PS i though everyone knew twhat stiff kits were.

No , thats like assuming everyone knows what a Whirlygig is ! Or a Widdling Stick. Not everyone knows that an SWA gland needs a Banjo. Or as cropped up last week, an elephant's trunk.

Anyway in Brum they are called Susstificuts. :)
