voltage on phono cable

hiya guys

a quick one about something not really in my area of work!

girlfreind got a tingle off the xbox phono leads today RWY i got the meter out and measured 12-13V DC to earth

now i cant say ive really had a tingle off them before but put it down to capaciters in the xbox

but im a bit stumped either way is it normal for them to carry voltage

the xbox was in standby mode when tested.

I wonder if she was touching the TV aerial socket or something else connected to it as quite often you can get a tingle on the older tv's.

its a brand new samsung plasma tv and i felt the tingle on there myself to the cables was not plugged into tv just from the xbox and hanging free

im not to worried about it tbh just a bit unusual as ive never felt it off any other cables or the other xbox

 
Thats 2V between tip and shield. If the device has no Earth reference then the shield could be anything as its not tied to Earth.

 
Thats 2V RMS too. DC on analogue audio equipment is bad.
