What’s the difference between an EV charger and an electric oven ?

One of our neighbours wants an EV charger fitted.

So a suitable 32A supply /RCD is all it needs but why have the regs got so complicated about these items

I suppose it's hinged around electrical item generally outdoors, high powered for longish periods and a potential earthing nightmare depending on which wallbox it is. Minor pedantic point, it's not a charger, thats in situ in the car, its a wallbox.

If youre neighbour hasnt chosen a wallbox yet and wants to use the best tariff around Octopus Intelligent they need either a compatible car or compatible wallbox, the only current wallbox that is compatible is the Ohme units. Both Ohme and Myenergi Zappi have built in earth fault detection and dont need any spectacular earthing arrangements. Another consideration is if solar panels are installed, Zappi works readily with solar, it increases and decreases the charge rate in ECO mode to match the excess energy being produced.

cooker isnt pulling 32a for hours at a time and its also inside (well, usually) and the car is usually outside. bit easier if its inside a garage though since its within the equipotential zone so no issues there with TNCS

That’s funny if accurate. Put it inside a garage, use the lead outside and alls well

From what I've seen/ heard, the concern with EVs is being able to touch the car and say, an outside light at the same time. Whereby there could be different earth potentials under fault conditions, ergo a shock potential.

Well…. If, on the slim chance that, you have a PEN fault and a car is plugged in (outside) then touching it could be slightly problematic,,,,, unless you’ve added PEN fault protection

Zappi and Ohme charger have built in PEN fault protection.
