Faulty "superswitch" immersion heater timer?

Hi. I currently have a superswitch immersion heater timer and I think it is faulty. When the switch is in the "TIMER" position, I do not receive hot water (maybe luke warm but not hot) even though the dials are set to come on in the morning and evening. If I put the switch to "ON", I can be assured of hot water.

Before I take any actions I would like to ask two questions:

1. Is it that I could have a faulty timer?

2. Is it possible to update this to a digital timer? I would like to have more control of my heating over the weekend and not be restricted to the same week day settings.
