I'm getting confused. I've known about the requirements for fixed internal lighting from the 2006 version of L1B (existing dwellings) for some time ...

Namely:
Section 44
A way of showing compliance would be to provide light fittings ... that only take lamps having a luminous efficiacy greater than 40 lumens per circuit-Watt.
Section 45
b. one per four fixed light fittings
But in the 2010 revision (http://www.planningportal.gov.uk/uploads/br/BR_PDF_ADL1B_2010.pdf) I can't find any reference to lighting. I either dreamt it (quite possible) or read on here that now 3 out of 4 fittings need to be energy efficient, 40 Lumens had risen to 45 lumens, and the requirement for light fittings to only accept efficient lamps had been relaxed.
