Strangely I also have a flat in Birmingham with a very similar consumer unit (albeit there is only one unit, with the contactor in there with the on-peak and off-peak fuses).

TJW77 - how did you eventually resolve this?

Others - hope you might be able to help on this topic. The contactor definitely makes the thud at 1am, but the storage heaters and hot water are not receiving power. Is there a likely cause?

 
Check the obvious, MCB's fuses etc are all on/not blown. As was suggested further up I (as an electrician, not a job for a homeowner) would simply override the contactor and then test out from there.

If everything is off it sounds like there might be a main RCD supplying all the off-peak circuits which has 'tripped'.
