No it is not

I asked their technical help line this question about the expandable fire retardant foam. the only thing that is harmful to the PVC is the propane that is used but this is expelled so quickly it has no harmful affect on the cable

The issue is with the manufacturer of the particular foam. Unless they are willing to state in writing that it's fine assume not? I suppose if you are in any doubt use trunking. Spraying foam over cables doesn't seem a great idea to me?

most spray foam is flamable unless it is intumicent, so beware of where you use it .

Intumicent through cable penetrations.Smoke barriers holes in walls.

your normal foam is a building aid not protective against heat/smoke penetration.

Intumicent is similar to the door seals Expands with heat to seal.

If you have to run cables through a large gap and might want to do it in the future use

intumicant bags to seal any penetrations, handy for data installations.

Check the can. Happy hole filling.
