There is a similar issue in the printing industry, that is big printing presses such as your "Daily Mail" etc.HSE is aware of this one.

Green means safe to enter press.

Red means danger.

OK makes sense, BUT start buttons are green which means the machine will be dangerous, and stop buttons are red which means the machine is safe.

Not sure of the exact situations now as it has been over 5 years since I was invloved!

However, it is along these lines.
Most of my print customers have gone bust , the remaining one has Sakurai presses which play ,loudly , a series of damn awful electronic tunes to warn that the the guards are up, drives you barmy after a while . :(
