What are restrictions on converting a system from TT to PME.

Do you have to obtain permission from supply authority?

You MUST NOT do it yourself, if thats what your asking. Your supplier has to do/arrange it if its possible due to the local system

well considering on the DNO can give alter their service head to give TNCS, then you may need to ask them....

unless there is already TNCS available, but TT being used instead
