Confused with the regs on maximum disconnection times for RCD's

Regs state (Page 64 of latest edition) that Table 41.1 shall be applied to final circuits. But it then talks of RCD protection being used to satisfy these maximum times.

If we're testing the RCD not the MCB's why is it mentioning which circuit is being used? We're supposed to test the outgoing side of the RCD so there shouldn't be a circuit to test.

Any help appreciated.
 
In addition to this, Page 237 says additional protection requirements must satisfy chapter 41 (where the previously mentioned table is) which says 200ms is the max disconnection time for an RCD on a TN system at 230 nominal, but yet goes on to say that 300ms maximum is the disconnection time.

Seems contradictory.
