Who Can Issue "electrical Installation Condition Report"

In short it depends on whether you want a bit of paper with 'report' written on it or a report on the condition.  IT might prove hard to get hold of the £11 electrician after a fire etc. with the insurance kicking up fuss . .

Another way to look at it:   As it's hard for us to see how anyone but a pizza deliveryman can arrive do their thing do the paperwork and depart for £11 you have to conclude that either they do nothing but the paperwork or they always find something that needed £250 of repairs and half the landlords agreed to the work after they C1'd it and turned the whole house off. 

Back in the days of yore I soon saw the problems with garages advertising half price MOT's :)

 
Are you sure that's not £11 per circuit? Surely not £11 for the whole job?

So a typical 8 way CU would be £88. Still too cheap for a proper job.
