Its an isolator & a DP fuse. If you pull the central knob then the middle porcelain section comes out towards you (until it reaches a stop) - forming the 'isolator' bit. If you now unscrew the knob the central piece can be completely removed, revealing the fuse wire underneath.

Your genny is 6kVA so is capable of delivering around 6000/230 = 26A at full load..... but you are only connecting it to your distribution system using a 16A connector so you can only access 16 * 230 = 3680 VA ...... in effect your design only...
The trick we used to use in 'telly OB land was a metal plate under one of the rear wheels. If the concrete/tarmac is wetted first & then the vehicle driven onto the plate is makes a surprisingly good earth.
