You obvoiusly need to go and get some qualifications in English,, that page does not say that the old and new qualifications are the same, all it says is that you need to have the new or old 2391 / 2391-10 before they will let you enrol on the 2391-20

and at 23 and 6&1/2 years ago he was 16 so he left school illegally at 15 and did all this stuff before becoming a 'spark'

or he done dead end jobs till he was 37 then took a decision to be one, maybe he has a chip that people younger than him actually know what they are doing and he cant hack that.
